1.) The question that I have about Police Brutality is; Is police brutality brought on by the officer or is more likely that most cases brought on by the victim.
2.) Thesis statement- In most cases of Police Brutality the victim/civilian is the person who initiates the violent behavior in someway.
3.) An overview of what I know about police brutality- I researched many forms of use of force/police brutality. I found there are many rules put in place so that police don't exceed use of force. I found that Municipal Police have received the most complaints about use of force and primary state agencies receive the least. Only about 8% of all complaints received are actually deemed police brutality. I found some information on the different types of brutality which includes asphyxiation due to improper detaining styles.
4.) I am still looking for more information on specific cases of brutality to try and interpret why it had happened. It is my guess that most of them will have been started by the victim.
5.) There are many opposing arguements to this topic. The main one is that police brutality stems from the officers own predispositions. Also some people basically ignore the fact that police brutality, they believe police have the right to use as much force as they deem necessary.
